Obama pays tribute to Giffords (AP)

CHANDLER, Ariz. ? President Barack Obama is paying tribute to Arizona Rep. Gabrielle Giffords, who resigned from the House Wednesday more than a year after she suffered a gunshot wound to the head by a would-be assassin.

Obama says at a speech at a new Intel chip manufacturing facility that he was happy to see Giffords during Tuesday's State of the Union address. The president says he was "able to give her a big hug" and tell her he was happy to see her.

The president says Giffords "just looked gorgeous last night." He says the outgoing congresswoman "loves this state and she loves all of you."

The congresswoman formally resigned after a series of tributes from her colleagues in Congress. She is stepping down to focus on her recovery.

(AP) ? Want to earn stuff by watching TV? An app for that is set to debut Wednesday.

When you tap the screen, Viggle's software for iPhones and iPads listens to what's on, recognizes what you're watching and gives you credit at roughly two points per minute. It even works for shows you've saved on a digital video recorder.

Rack up 7,500 points, and you'll be rewarded with a $5 gift card from retailers such as Burger King, Starbucks, Apple's iTunes, Best Buy and CVS, which you can redeem directly from your device.

With some back-of-the-napkin math, you can figure that it would take three weeks of watching TV every night for three hours to earn enough for a latte at Starbucks.

But the company plans to offer bonus points for checking into certain shows such as "American Idol" and 1,500 points for signing up. You can also get extra points for watching an ad on your device. The beta version awarded 100 points for watching a 15-second ad from Verizon Wireless.

"Viggle is the first loyalty program for TV," said Chris Stephenson, president of the company behind Viggle, Function (X) Inc. "We're basically allowing people to get rewards for doing something they're doing already and that they love to do."

The idea behind Viggle is that by giving people an added reason to watch TV, the size of the audience will increase, thereby allowing makers of shows to earn more money from advertisers. Advertisers such as Burger King, Pepsi and Gatorade have also agreed to pay to have point-hungry users watch their ads on a mobile device.

In exchange, users earn points, which Viggle converts into real value by buying gift cards at a slight discount from retailers.

If the company gets the point-count economy right, it can end up making more money from advertisers and networks than it gives away in rewards.

The app will also give the company valuable insight into who is watching what, as redeeming rewards requires putting in your age, gender, email address and ZIP code.

"It really shows what social TV is going to evolve into," said Michael Gartenberg, a technology analyst at research firm Gartner. "For folks behind the scenes, this is a great way of seeing who really is watching."

The company hopes that user activity will grow by word of mouth, especially by offering a 200-point bonus to people who successfully get their friends to try out the service.

The app makes its debut in Apple Inc.'s app store on Wednesday. Versions for Android devices and computers are in the works.

The company has put in some safeguards. You must watch a show at least 10 minutes to earn bonus points. And you can't watch the same ad over and over again to earn more points; there's a one-ad-view-per-person rule.

Function (X) is owned and led by entertainment entrepreneur Robert F.X. Sillerman, who once owned a big stake in "American Idol" owner CKx Inc. That gives the company deep and broad connections in the entertainment business.

Function (X) has brought in $100 million in investment capital, and its stock trades on the Pink Sheets, a platform that allows people to buy shares but doesn't require the company release its financial results. Function (X) currently has a market value of about $1 billion.

US military raid in Somalia frees American, Dane (AP)

MOGADISHU, Somalia ? U.S. military forces helicoptered into Somalia in a nighttime raid Wednesday and freed two hostages, an American and a Dane, while killing nine pirates, officials and a pirate source said.

The Danish Refugee Council confirmed the two aid workers, American Jessica Buchanan and Dane Poul Hagan Thisted, were freed "during an operation in Somalia." Buchanan, 32, and Thisted, 60, had been working with a de-mining unit of the Danish Refugee Council when they were kidnapped.

President Barack Obama appeared to refer to the mission before his State of the Union address in Washington Tuesday night. As he entered the House chamber in the U.S. Capitol, he pointed at Defense Secretary Leon Panetta in the crowd and said, "Good job tonight."

A Western official told The Associated Press that the raid was carried out by U.S. military forces. A second official said the helicopters and the hostages flew to a U.S. military base called Camp Lemonier in the Horn of Africa nation of Djibouti. Both officials spoke on condition of anonymity because the information had not been released publicly.

Panetta visited Camp Lemonier just over a month ago, A key U.S. ally in this region, Djibouti has the only U.S. base in sub-Saharan Africa. It hosts the military's Combined Joint Task Force-Horn of Africa.

The Danish Refugee Council said both freed hostages are unharmed "and at a safe location." The group said in a separate statement that the two "are on their way to be reunited with their families."

The two aid workers appear to have been kidnapped by criminals ? sometimes referred to as pirates ? and not by Somalia's al-Qaida-linked militant group al-Shabab. As large ships at sea have increased their defenses against pirate attacks, gangs have looked for other money making opportunities like land-based kidnappings.

A pirate who gave his name as Bile Hussein said he had spoken to pirates at the scene of the raid and they reported that nine pirates had been killed. A second pirate who gave his name as Ahmed Hashi said two helicopters attacked at about 2 a.m. at the site where the hostages were being held about 20 kilometers (12 miles) north of the Somali town of Adado.

Maj. Kelly Cahalan, a military spokeswoman at U.S. Africa Command in Stuttgart, Germany, said she had no information on the raid. A spokeswoman at the Pentagon had no immediate comment. U.S. military rescue operations are typically carried out by highly trained special forces.

The Danish Refugee Council had earlier enlisted traditional Somali elders and members of civil society to seek the release of the two hostages. The two were seized in October from the portion of Galkayo town under the control of a government-allied clan militia. The aid agency has said that Somalis held demonstrations demanding the pair's quick release.

Their Somali colleague was detained by police on suspicion of being involved in their kidnapping.

The two hostages were working in northern Somalia for the Danish Demining Group, whose experts have been clearing mines and unexploded ordnance in conflict zones in Africa and the Middle East.

Several hostages are still being held in Somalia, including a British tourist and two Spanish doctors seized from neighboring Kenya, and an American journalist kidnapped on Saturday.

Giffords will resign from Congress (Politico)

A little more than a year after a would-be assassin fired a bullet into her brain from close range, Rep. Gabrielle Giffords will resign her House seat this week, bringing a brief but promising political career to a close ? at least for now.

But in a video message released Sunday afternoon, the 41-year-old Democrat said she?ll be back, although it?s not clear if that means a return to Capitol Hill.

A longtime Giffords political adviser told POLITICO that her husband, former Navy Capt. Mark Kelly; her chief of staff, Pia Carusone; and aide Ron Barber, who was wounded in the rampage, will not be candidates for her seat this year.

Giffords?s decision sets up a special election for Arizona?s closely contested Tucson-based district, which she narrowly won a third term to represent in November 2010 ? just two months before a gunman?s bullets shattered the calm of a Jan. 8, 2011, ?Congress on Your Corner? constituent-service event, killing six people, including Judge John Roll, Giffords aide Gabe Zimmerman and 9-year-old Christina Green.

Her resignation ends, at least temporarily, the political chapter of a tale of tragedy and human perseverance that gripped the nation for more than a year. From political insiders to the completely apolitical, Americans watched with a mix of horror and awe as they learned details of the devastating rampage, the heroic acts of the bystanders who subdued the gunman and the life-saving efforts of intern Daniel Hernandez, who cradled Giffords until emergency medical professionals could rush her to the hospital.

After doctors performed brain surgery to keep her alive, a national audience tuned in to see Barack Obama deliver what many still believe is the finest and most unifying speech of his presidency at a University of Arizona memorial service for those who were killed. ?Gabby opened her eyes,? Obama announced. It was unclear at that moment, as it is to this day, the extent to which Giffords will recover.

On Sunday, the president said in a statement, ?Gabby?s cheerful presence will be missed in Washington. But she will remain an inspiration to all whose lives she touched ? myself included. And I?m confident that we haven?t seen the last of this extraordinary American.?

There have been milestones, too. The first reports that she could speak appeared in February last year as Giffords began her long recovery at a hospital in Houston. In April, news media captured images of her ascending the stairs to an airplane so she could travel to the planned launch of a space shuttle mission commanded by her husband. In August, she went to the House floor to cast her only vote since the shooting ? in support of a debt-limit increase. And in recent weeks, even as those close to her said she hadn?t made a decision about whether to run for another term, Giffords showed renewed speech proficiency.

Measuring the Moon's gravity

  • The Grail satellites measure the distance to each other as they circle the Moon, pole to pole

The US space agency (Nasa) has succeeded in placing two new satellites in orbit around the Moon.

Both spacecraft were put in elliptical paths around the lunar body over the weekend after performing braking manoeuvres following their more than 100-day journey from Earth.

The identical Grail twins are to map gravity variations across the lunar body in unprecedented detail.

This will help scientists refine our theories for how the Moon formed.

It will also enable them to test new ideas, such as the provocative suggestion made earlier this year that there were probably two moons in the sky above Earth billions of years ago.

Lead scientist Dr Maria Zuber is certainly hoping for some dramatic discoveries.

"Grail is a journey to the centre of the Moon and it will use exceedingly precise measurements of gravity to reveal what the inside of the Moon is like," the Massachusetts Institute of Technology (MIT) researcher said.

"This information will be combined with the plethora of remarkable observations of the Moon that have been taken by other satellites before, and together they will enable us to reconstruct the Moon's early evolution."

The 300kg Grail spacecraft were launched from Cape Canaveral, Florida, last September, and took a long spiral out to their destination.

This weekend, they approached the Moon over the south pole, 25 hours apart. Each satellite in turn fired its main engine to slow it and put it in an elliptical orbit around the lunar sphere.

This orbit has a period of 11.5 hours and must now gradually be reduced in size and circularised before any science can begin.

A series of further burns on each spacecraft should achieve this goal by March.

The twins will then map the small variations in gravity across the lunar surface from an altitude of 55km.

These gravity differences are the result of an uneven distribution of mass. Obvious examples at the Moon's surface include big mountain ranges or deep impact basins, but even inside the lunar body the rock will be arranged in an irregular fashion, with some regions being denser than others.

All this will have a subtle influence on the pull of gravity sensed by the over-flying spacecraft.

The Grail twins will make their measurements by carrying out a carefully calibrated pursuit of each other.

As the lead spacecraft flies through the uneven gravity field, it will experience small accelerations or decelerations. The second spacecraft, following some 100-200km behind, will detect these disturbances as very slight changes in the separation between the pair - deviations that are not much more than the width of a human red blood cell.

When the gravity map is combined with comparable-resolution topographical information showing the surface highs and lows, scientists should be able to deduce the Moon's probable internal structure and composition. This is fundamental knowledge that will play into theories of how the lunar body formed and how it has changed through time.

Near and far-side of the Moon

"We believe the Moon formed from the impact of a Mars-sized object into Earth, but we understand little really of how this happened and how the [lunar body] cooled off after the violent event," said Dr Zuber. And she described as "shocking", the continued inability of science to explain why the rugged far-side of the Moon looks so different from that of the nearside with its great swathe of dark volcanic plains, or maria.

"Given that we've sent so many missions that have studied the outside of the Moon, it seems that the answer is not on the surface. The answer is locked in the interior," she said.

One fascinating idea to emerge recently that will come under scrutiny from Grail is the suggestion that the highlands on the far-side were formed as a result of a low-velocity impact by a second, much smaller moon. A research team published a paper in the journal Nature last August that showed how such an impact could have added material to the crust on the far hemisphere.

It made very clear predictions that the Grail data will be able to test.

Grail's mapping phase will last for 82 days until early June. The Moon then goes into shadow, into eclipse, behind the Earth.

If the satellites can survive the hours of darkness on their batteries, it is likely they will be tasked with a second mapping cycle in the second half of 2012.

This would be at a much reduced altitude, perhaps as low as 25km from the surface. Getting lower would improve the resolution of the gravity maps yet again, and enable scientists to study even the structure of relatively small, shallow craters.

"Simple bowl-shaped craters, which on the Moon have diameters up to about 15km or so, are the most common landforms on the surfaces of the terrestrial planets, and this is a whole new area of science that will open up to us if we're able to do the extended mission," Dr Zuber explained.

Grail is an acronym for Gravity Recovery and Internal Laboratory. The satellites will be given more engaging names than just A and B once the weekend's orbit insertion is confirmed. The names are being chosen via a public competition.

CAIRO -- Egyptian security forces raided?17 offices of human rights and and non-governmental groups on Thursday in a move that has triggered widespread fear and condemnation among pro-democracy groups and activists.?

Three?American groups, Freedom House, the National Democratic Institute and the International Republican Institute, were among the organizations whose offices were raided.?

The United States said the harassment should stop immediately and hinted it could review its $1.3 billion in military aid if the raids continue. "This action is inconsistent with the bilateral cooperation we have had over many years," State Department spokeswoman Victoria Nuland told a news briefing.


Police and military forces stormed the offices, confiscating computers, seizing papers and files, and taking down the names of Egyptians working for the organizations.?

According to judicial sources, the raids were ordered by Egypt's general prosecutor's office and were carried out by inspectors from his office with the assistance of military forces and the police.

Judicial sources tell NBC News the raid was part of an ongoing investigation based on complaints that human rights organizations and prominent activists were receiving foreign funding without the appropriate permits and approval from the government, a crime under Egyptian law.

The Arab Network for Human Rights Information quickly denounced the raids, saying they were aimed at "terrorizing activists and organizations to stop their work in fighting against abuse and torture". The network added they and other non-governmental groups feared such a crackdown was imminent and had prepared for it.?

"Even Mubarak's regime did not dare carry out such practices before the revolution,"?it added.?

The Arab Center for the Independence of the Judiciary and the Legal Profession said its office was one of the 17 raided, and that military forces confiscated documents and computers while preventing its staff from leaving during the raid.

Some rights groups have supported recent protests demanding that the army, in power since February when President Hosni Mubarak was ousted, hand power swiftly to elected civilians. The army has pledged to step aside by mid-2012.

Clashes between protesters and soldiers in Cairo earlier?this month killed 17 people.?

Two of the U.S. groups raided are loosely associated with the U.S. Democratic and Republican political parties. They?say they take a neutral political stance, fostering democracy in Egypt by training members of nascent parties in democratic processes.

"The National Democratic Institute has been training new parties ... in how to participate in elections," a leading member of a liberal party told Reuters on condition of anonymity. "This has been with the full knowledge of authorities and was not clandestine."

The NDI issued a statement noting that some of the groups "are working on observation efforts for the country?s ongoing parliamentary elections. The third and final round for those polls is scheduled to begin on Tuesday."

?Cracking down on organizations whose sole purpose is to support the democratic process during Egypt?s historic transition sends a disturbing signal,? said NDI President Kenneth Wollack.

The International Republican Institute, in its own statement, noted that "it is ironic that even during the Mubarak era IRI was not subjected to such aggressive action."

Freedom House President David Kramer called the raids a sign the military "has no intention of permitting the establishment of?genuine democracy and is attempting to scapegoat civil society for its own abysmal failure to manage Egypt?s transition effectively."
